“Participlán” Integrating slums to build multicultural cities in Argentina and Bolivia
The project goals are:
1) Create linkages between communities and governments and between cities
2) Give a voice to those vulnerable groups unable to participate effectively in urban plans, crucial to ensure that their particular interest is taken into account.
3) Contribute to develop human rights based planning approaches
4) Help local government to develop a city-wide slum upgrading vision
During 2014, the following activities were carried out partially with support from the grant received from the World Justice Challenge project
In Argentina
1) Application of the “compass”[1], methodology to carry out participatory information collection and diagnosis oriented to formulate actions plans targeting slum upgrading in Luján[2], Escobar[3] and Salta [4]
2) “Participlán”[5] presentation of the “compass” results in the case of Luján and Escobar, involving communities and local government agreeing on an action plan compromising public work and introduction of changes into existing regulatory frameworks
3) Implementation of action plan in Luján, updating urban planning code, and public works (road network) in the case of Escobar.
4) It was organized and implemented in September 2014 an expert meeting called “Migraplán” participating representatives from Argentina , Brazil , Bolivia , Chile , Colombia , Ecuador , Venezuela and Uruguay . The meeting congregate public officials from respective governments and officials from the International Organization for Migration (IOM) discussing a training course for public officials on strategies to build up multicultural cities including migrants into local development plans from an urban perspective.
In Bolivia [6]
1) Application of the “compass” in two neighborhoods of Cochabamba (Plan 700 and Las Carolinas). Open discussion with local government (Alcaldía) regarding urban expansion law (mancha urbana ) and strategies to secure land tenure.
2) Visit to El Alto (La Paz ) and follow up on agreements regarding the implementation of the “Migraplán” cooperation to deal with migration and their inclusion strategies into the cities. Development of a training course.

In summary, the outputs respect goals are:
1) Linkages:
-Between academic and public officials of Argentina and Bolivia : 150 persons reached in two events (Migraplán 1 y 2), in addition of representatives of Brazil , Chile , Colombia , Ecuador , Venezuela and Uruguay (150 additional persons).
-Between communities and local governments in both countries: 1000 persons reached, (Participlán in Escobar and Luján in Argentina ), 500 persons reached (Cochabamba , Bolivia ).
2) Gives a voice to vulnerable groups: The application of the “compass” involves vulnerable groups in data creation and application to concrete cases.
3) Human rights centered approach: Discussion in Luján on urban planning based on human rights and actions in Escobar regarding ensuring the progressive fulfillment of human rights are inputs taken by local governments. In Cochabamba , discussion about land tenure in the slums generated by the “Compass” provides inputs to plan urban extension based on human rights principles.
4) Governmental vision for slum upgrading: Luján already incorporate agreements from “Participlán” amending its urban planning code. The work is on going in Escobar, after the “Participlán”. In Cochabamba , a “Participlán” is in preparatory phase. In El Alto, discussion for preparing a training course following conclusions from “Migraplán” is on going.
Trips
3 missions of 2 persons were carried out from Argentina to Bolivia to provide training on the “compass” methodology, and 3 persons from Bolivia to Argentina presents their projects based on the same methodology.
Media coverage
6 publications in newspapers and specialized magazines were done in Bolivia and 10 in Argentina , presenting the program[7]. Videos of the program have been periodically shared at you tube special channel[8]. Several reports from various organizations (International Organization for Migration IOM as well as ONU Hábitat has include in their annual reports inputs from WJP funded project)

Next actions
1) Follow up of implementation phase in Luján, in terms of urban planning code (From January to March. It is expected to present a proposal of the amended planning code in April for its approval by the local council) and Escobar, in terms of implementing road construction through community contracts (from January to May will take design preparation and agreement on the budget with the municipality).
2) Organization of “Participlán” in Cochabamba and Salta
3) Organization of “Migraplán” training course in Buenos Aires , involving public officials from Argentina and Bolivia . It is agreed that the first training course will be presented in a joint effort with the Faculty of Architecture, Design and Urbanism of the University of Buenos Aires .
